To Announce Results of the FDI Survey
The Foreign Direct Investment (FDI) Survey was implemented in 2006 by the Department of Statistics (DoS) in cooperation with the Central Bank of Jordan (CBJ) and the Jordan Investment Board, based on data collected for the years 2004 and 2005.
Importance of the Survey:
- The Survey, implemented for the first time in Jordan, provides data on Jordan’s foreign investment balances in 2004 and 2005, from which the flow of foreign investment (FI) can be estimated. It also gives information on the distribution of FI (by nationality of investors) among Jordan’s different economic sectors, as well as the breakdown of FI into FDI and portfolio investments (PI).
- The FDI Survey data will be the basis for estimating FI flows into the balance of payments (BP), which, in the past, used to be computed on the basis of CBJ estimates.
- The Survey provides useful data for the various parties that are interested in FI statistics, mainly the CBJ, which is involved in the development of BP data and in monitoring the International Investment Position (IIP). The Survey findings will contribute to improving the coverage of IIP data, the publication of which is a main requirement for Jordan’s accession to the International Monetary Fund’s Special Data Dissemination System (SDDS), expected to be completed next July.
Methodology:
- The Survey targeted around 350 large-scale establishments with hefty foreign investments.
- Because of the FI impact on the management of investment-receiving establishments, the Survey considers any contribution of 10% or more by a non-resident individual or corporate person in the capital of an establishment as an FDI investment. On the other hand, any contribution of less than 10% is considered to be PI investment, except in a few cases, in which the foreign investor is among the establishment’s Board of Directors, even though his/her share is less than 10%. The Survey deals with such investments as FDIs.
- The Survey’s results are consistent with statistics issued by the Ministry of Industry and Trade, the Companies Controller’s Department, and the Amman Financial Market, taking into consideration the differences between the concepts upon which these statistics are based and the concepts adopted for implementing the Survey. The findings are also in harmony with previous estimates, prepared by the CBJ in the framework of a project that aims to develop BP and IIP statistics.
- The Survey covered investments by non-resident Jordanians, as well as non-Jordanian (Arab and foreign) investors.
